INVITATION FOR 2020 PRE-QUALIFICATION/EOI EXERCISE

1.0 INTRODUCTION
The Court of Appeal of Nigeria wishes to undertake the Procurement of various Goods, Works and Services under the 2020 Capital Appropriation. In compliance with the Public Procurement Act 2007, the Court wishes to pre-qualify experienced and reputable contractors, suppliers and Consultancy service providers who wish to tender for the jobs specified below:

2.0 DESCRIPTIONS/SCOPE OF WORKS, GOODS AND SERVICES

2.0 ELIGIBILITY REQUIREMENTS
Prospective Bidders must meet the under listed requirements to be eligible to participate in the process.
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31 December, 2019; with minimum average Turnover of (N50) Million naira for Lot 2
(iii) Evidence of current Pension Compliance Certificate valid till 31 December 2019;
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 31 December, 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2019;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Valid Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.
(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committees of Court of Appeal or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(viii) Company’s Audited Accounts for the last three (3) years – 2017,2018,2019;
(ix) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(x) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications as applicable: COREN, QSRBN, ARCON, CORBON etc.).
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs
(a) List of Plants/Equipment with proof of Ownership/Lease (where applicable);
(b) Lot 6: Evidence of Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
(c) Lot 9: Evidence of Firm’s registration with relevant professional body(ies);
(d) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
(e) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm(s).

4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Pre-qualification document should be enclosed in a sealed envelope marked “2020 PRE QUALIFICATION” and must be returned to the: Chief Registrar , Court of Appeal, Abuja, and addressed to:
The Secretary,
Departmental Tenders Board,
Court of Appeal Complex,
Three(3) Arms Zone,
Abuja.

The submission of Documents closes at 11:00 a.m. on Monday, 27 July, 2020. Any document received after the deadline shall be returned un-opened.

5.0 OPENING OF BIDS/EOI
The Technical Bids/EOI shall be opened immediately after the deadline at 11:00 a.m. on Monday, 27 July, 2020 at the Court of Appeal, Training Room, 2nd floor, office Complex, three Arm Zone Abuja. Civil Societies and Non-Governmental Organization are hereby invited to witness the opening.

6.0 GENERAL INFORMATION
(a) Failure to comply with the instruction above and to provide any of the required documents shall result in the disqualification of the company.
(b) The Advertisement for “Pre-Qualification” shall not be construed to be a commitment on the part of the Court of Appeal, nor shall it entitle any person to make any claim whatsoever and /or seek any indemnity from Court of Appeal by virtue of such person having responded to this advert.
(c) The EOl/technical bids opening shall be conducted in line with COVID19 guidelines;
(d) Bidders can submit through Post (Courier Services)
(e) Applicants should be very clear about their area of proven competence and interest.
(f) Please note that only successful Bidders will be notified via the Court Notice Board and Website (www.courtofappeal.gov.ng) for Financial Bidding Process.
(g) The Court is not bound to shortlist any bidder and reserves the right to annul the selection process at any time without
Incurring any liabilities and assigning any reason thereof in accordance with section 28 of the public Procurement Act 2007.
